Preheat oven at 160 degrees.
Place rice syrup in a small saucepan on a medium heat and warm through for a few minutes until it liquefies, add mandarins and raspberries and stir until warm.
In a heat proof bowl or a couple of ramekins combine oats, cinnamon and walnuts. Once rice syrup mixture is warm add to oat mixture and combine.
Put in oven for 5 minutes then serve.
